This is a community lot in Downtown, which came with The Sims: Hot Date.
By default, there is a beach style shopping location + bar (food service area) here called Barrett's Boardwalk.

The Boardwalk has proven to be a favourite hang out spot for the young and old alike. Enjoy the character of this seaside haven, or enjoy the characters that flock to it.
