A sense that the president-elect is deeply serious about his vow to gut government was bolstered by the choice on Friday night of Russell Vought to again lead the Office of Management and Budget. Vought was one of the key authors of Project 2025 — the conservative blueprint disavowed by Trump on the campaign trail that involved a defenestrating of the bureaucracy.
